THOUSANDS of angry Russians gathered in the main square of Kemerovo yesterday to confront local officials over the death of 64 people in a shopping mall blaze.

Kemerovo Regional Governor Aman Tuleyev has signed an order declaring mourning in the region from Tuesday to Thursday.

"Those workers who were supposed to be in charge of safety, organising evacuation, they were the first to flee", he told Putin.

The Kemerovo region has observed three days of mourning starting March 27 for the victims of a shopping mall fire.

Crowds chanted "Resign", "The truth!" and "Shame!" to drown out officials' remarks. A dozen protesters did so, and Putin met with them in the lobby, telling them to "not even doubt" that the culprits will be punished.

"The investigators will check the entire chain, starting from those who issued permissions and ending with those who were responsible for safety", Putin said in remarks broadcast by state TV stations.

On Tuesday evening, two vigils were held in Moscow, one called by authorities near the Kremlin and a second organized independently. "These ruling powers killed them", said 26-year-old Varvara Mikhailova. "I think the reason for that tragedy is irresponsibility and corruption".

"We have been locked inside the movie theatre".

In addition to the cinema, the complex also contained a children's play area, an ice rink, and a petting zoo. Another detained suspect - a guard from a private security firm - will be charged shortly, Russia's Investigative Committee says. That may have accounted for the large number of young victims.

They say that another 67 people are missing.

Russian police arrested at least four persons, among them a security guard who, according to press reports, disconnected the alert system when the fire started in the center Znezhnaya Bishnia (Winter Cherry), where there were about a thousand people. "I love you", he said she had told him. The director, Nadezhda Suddenok, told the court that she believed that the fire was caused by arson.

He confirmed to Putin that its fire alarm system had been disabled since March 19, deliberately switched off and then neglected because of a fault. That official said that the initial suspicion is that a child had a cigarette lighter, which burned the foam rubber in the room.
