Kemerovo Regional Governor Aman Tuleyev has signed an order declaring mourning in the region from Tuesday to Thursday.
"Those workers who were supposed to be in charge of safety, organising evacuation, they were the first to flee", he told Putin.
The Kemerovo region has observed three days of mourning starting March 27 for the victims of a shopping mall fire.
Crowds chanted "Resign", "The truth!" and "Shame!" to drown out officials' remarks. A dozen protesters did so, and Putin met with them in the lobby, telling them to "not even doubt" that the culprits will be punished.
"The investigators will check the entire chain, starting from those who issued permissions and ending with those who were responsible for safety", Putin said in remarks broadcast by state TV stations.
