Cummings recently revealed that the Department of Defense approved 165 interim security clearances over a three-year period, giving access to the government's sensitive and secret information to people who later failed background checks.

McGahn learned that Rob Porter's ex-wives were going to make negative allegations about him about a year ago, and discovered more specifics about the accusations as the year went on, but he never initiated a review of the staff secretary before he resigned this week, the Washington Post reported Thursday night.

A lawyer by training, Porter spent months overseeing the flow of executive orders and other paperwork crossing Donald Trump's desk, and vetted documents requiring the president's signature.

Shah held his first press briefing following the resignation of White House staff secretary Rob Porter over domestic abuse allegations, U.S. media reported. Their accounts of Porter's conduct are harrowing, but attention has also been focused on the White House response to the allegations going public.

He described Trump as being "surprised", "disheartened" and "saddened" by the allegations.

Willoughby was also "worried" about Hope Hicks, the White House communications director and Porter's current partner.

"President Trump's framework would end the visa lottery programme and reallocate some of the visas to help reduce backlog of high-skilled, employment-based immigrant cases", the White House said in a fact sheet titled "ending the economic harm caused by our immigration system".

"He was curious what I was going to say, he really wanted to know, 'what are you going to tell them, '" she said.

On Wednesday, White House press secretary Sarah Huckabee Sanders said that Porter had the White House's support and that the decision to resign was his own.

On Thursday, amid the growing controversy, Shah said Porter had cleaned out his desk that morning and would not be back.

On Wednesday, the Mail reported accusations by Porter's first wife, Colbie Holderness. Others say drastic moves - such as firing Kelly - would only plunge the West Wing into further chaos.

Shah said Kelly was not "fully aware" of the alleged spousal abuse until Wednesday, when he saw the pictures of Holderness with a black eye.

"I can tell you that Rob has been effective in his role as staff secretary, and the president and chief of staff have had full confidence and trust in his abilities and his performance", she told reporters. Holderness provided photos of her injuries to media. Willoughby alerted investigators September 22 that she had received a call from Porter the previous day, demanding to know whether she had used the word "violent" with the Federal Bureau of Investigation to describe his behavior. It's unclear what he told investigators. Holderness told the Post, "He threw me down and punched me in the face" during a trip to Italy in 2005.

When asked what he had asked her to say, Willoughby responded: 'I don't remember the exact wording, but it was something along the lines of the post does not accurately depict my marriage.

Porter had access to all the information the president had access to - the nation's most important security intelligence and national secrets.
