The sheriff's office in Waller County, just west of Houston, said on Facebook two hours before the capture that the suspect was seen by a deputy and shots were fired.
Black has been charged with capital murder in the shooting death of Allen, who had been with the Department of Public Safety since 2002.
Brazos County jail records also show Black was facing a charge of evading arrest with a vehicle in Anderson County, east of where the shooting occurred Thursday. It says he was born in Kentucky and moved to Mexia, Texas, when he was in elementary school. "Excellent operation by numerous agencies to take this suspect into custody with no additional casualties", the Navarro County Office of Emergency Management said in a statement.
Abbott issued the order Friday and asked Texas residents to join him in prayer for the trooper's family. Bond has not been set.
Lonny Haschel, a public information officer with the Texas Highway Patrol, says,"It takes time for the Texas Rangers, the investigators to come in and analyze every bit of physical evidence at the scene". It was not clear from the statement who opened fire.

Authorities identified Black as the lone suspect in the death of a Texas DPS trooper who was shot and killed around 3:45 p.m. Thursday in Freestone County. Authorities say Allen was shot with a rifle and died at the scene.
Black is a black male, 5 feet, 11 inches tall and weighs 175 pounds. His injuries are not considered life-threatening, officials said.
Allen, a 15 year veteran of the department, leaves behind a wife and three children. He was married with three daughters and a son, according to an obituary that the funeral home posted Friday.
