The U.S. House is set to vote Thursday on an amendment that would bar transgender people from receiving transition-related health care, such as gender reassignment surgery. Hartzler said the measure would ensure the military's tax-funded budget is spent exclusively on defense purposes.
Mattis last month approved a recommendation by the military services to delay the accession of transgender applications into the military until January 1, 2018. However, the American Medical Association has long supported the validity of such treatments, deeming them a "medical necessity" for those diagnosed with gender dysphoria.
Katko, R-Camillus, and Tenney, R-New Hartford, who represent Central New York, were joined by Upstate Republicans Elise Stefanik, R-Willsboro; Tom Reed, R-Corning; and John Faso, R-Kinderhook, in opposing the GOP amendment.

House Speaker Paul Ryan, R-Wis., declined to fully endorse Hartzler's amendment while telling reporters it's important for Congress and the Defense Department to work closely together on military transgender policies.
Rep. Adam Smith of Washington state, the top Democrat on the House Armed Services Committee, said before the vote Thursday there is no study showing a $3.5 billion cost. An estimated 15,000 service members are transgender, according to the Williams Institute, a leading LGBT think tank. Hartzler made her hostility to transgender people clear when she compared transgender service members to members of ISIS, describing them as a "domestic threat". "Cisgender service members could take hormones for birth control, to treat a gynecological condition or other conditions requiring hormone replacement therapy; but it is uniquely banned for transgender people".
The reason for the amendment is that Hartzler believes pro-transgender policies reduce military readiness.
During the committee hearing which approved Hartzler's amendment, Democratic Representative Jared Polis tried to strip the amendment from the bill.
A 2016 analysis by Rand Corp. found that the impact on military readiness would be minimal, since even the highest estimates indicate that less than 0.1 percent of the total force would ever seek transition-related medical care that would hinder their deployment.
