Queensland Premier Annastacia Palaszczuk has sent condolences to Senior Constable Forte's friends and family.

"Unfortunately at this time Brett Forte lost his life", south Queensland's assistant police commissioner Tony Wright told reporters.

'We have a person contained and at my last advice we were negotiating with that person, ' Police Commissioner Ian Stewart said at a press conference on Monday night.

Senior Constable Forte was a father of two who served with the Queensland Police Service for more than 15 years and was part of Toowoomba's Tactical Crime Squad.

The armed man is still on the run and police are warning locals to stay indoors.

According to the Courier Mail, the man started firing at the officers after being pulled over by them.

Queensland Police Union president Ian Leavers said the officer was shot "simply trying to apprehend a wanted person".

Three officers were said to have been injured in the incident.

Police have cordoned off a large section of the area, forcing some locals to sleep in their cars.

"Specialist police have returned fire - the male person has been shot and that male person has been declared deceased at the scene".

He said in the hour since the opening exchanges of gunfire, he had heard occasional shots until just before 4pm.

Police have not confirmed details about the suspect's weapon.

Police declared an emergency situation at 3.40pm with an exclusion zone in place for the area of Fords Road, Forestry Road West, Sandy Creek Road, Gerard Lane, 17 Mile, Wallers Road and Forest Road.

That stand-off is continuing this morning, with officers in contact with Maddison, who is in a shipping container.
