But if Cuomo is successful in pushing it through, NY would be the first state to adopt a tuition-free college plan that matches the liberal idealism of the Democratic presidential campaign. During the primary race for the Democratic nomination for president, Sanders vowed to make college tuition-free for all students, if elected.
The proposal includes two-year state and city community colleges and four-year State University of New York (SUNY) schools, as well as City University of New York (CUNY) institutions. The program will be available at City University of NY and State University of NY institutions. "It is going to be the first program like it in the United States of America".
"What high school was 75 years ago is what college is today".
"College is a mandatory step if you really want to be a success ... and this society should say we're going to pay for college because you need college to be successful", said Cuomo.
Cuomo is forging ahead with one of the Democratic Party's most popular ideas by proposing to cover tuition for low- and middle-income students at state colleges and universities. Cuomo announced the proposal alongside Vermont Sen. Studies show a person with a bachelor's degree, on average, will earn about 66 percent more over his or her lifetime than a person without a college degree.
The idea, proposed January 3, is called the Excelsior Scholarship, notes the New York Times.

Administration officials said the program would impact more than 940,000 households and cost about $163 million a year once it is fully implemented over three years.
The program would be phased in with families making up to $100,000 being eligible in the fall of 2017 and then the income limits would increase to $110,000 in 2018 and $125,000 in 2019.
The initiative will work by leveraging New York State's generous aid programs. The City University of New York's 18 campuses have similar tuition costs and would also be included under Cuomo's plan. Its backers hope it will become a model for others around the country.
For undergraduate students who hail from NY, tuition for a bachelor's degree costs US$6,470 per year at the State University of New York's colleges, and US$6,330 per year at the City University of New York's four-year colleges.
Tuition is $6,470 at the four-year colleges.
If the New York State Legislature passes the proposal this year, Sanders said, "mark my words: state after state will follow".
